Excavation of Current/Installation of New Playground Equipment

London City Schools/London Elementary School

Project Overview 

The London City School District is requesting proposals for a turn-key partner for the excavation and disposal of the district’s current elementary playground equipment and the purchase and installation of new playground equipment.

The current London Elementary playground was constructed in 2004 when the school was first opened. The playground consists of two large areas with playground equipment. Area 1, which is designated for Kindergarten through 2nd-grade students, is approximately 7,600 square feet. The 3rd-grade through 5th-grade playground is estimated to be approximately 10,220 square feet. 

The elementary school playground serves approximately 950 students per day and is significantly used by the community after hours. After 20 years, the equipment is beginning to show wear and needs replacement.

District Overview

The London City School District educates approximately 2,300 students in one elementary school, one middle school, and one high school on a centralized campus just north of downtown London. The district comprises 47 square miles and includes the City of London, the community of Lake Choctaw, and portions of Union, Deer, Creek, Paint, and Oak Run Townships in Madison County.

London, Ohio is a city of approximately 11,000 citizens and serves as the county seat of Madison County. It is strategically located at the western edge of metro Columbus. London has experienced continual, modest population growth throughout its history. While London serves as a bedroom community to Columbus, it is also home to several large employers including Stanley Electric, Nissen Chemtec America, and Madison Health. The Ohio Bureau of Criminal Investigation is also housed in the city. Agriculture has played an important role in London’s past and continues to be important for future success. Ohio State’s Farm Science Review, which is one of the nation’s largest agricultural trade and education shows, is located within the district just miles north of campus.

Services Requested

The London City School District is seeking the following services:

  1. Collaboration with stakeholders on the design of the new playground.

  2. Excavation and removal of current playground equipment.

  3. Site preparation including but not limited to drainage and leveling.

  4. Installation of artificial turf or poured-in-place rubber-based playground surface.

  5. Installation of new playground equipment.

  6. Site restoration.

Timeline

  • January 16th, 2024 - Request for Proposal Released.

  • February 2nd, 2024 - Deadline for Proposals (5 pm).

  • Week of February 5th, 2024 - Notification of contract.

  • June 3rd, 2024 - Construction begins.

  • July 15th, 2024 - Construction and site restoration complete.

  • August 12th, 2024 - Ribbon Cutting (5 pm).

Proposal Format

All proposals should include a one-page summary of services including company name, contact information, a summary of services, and total proposed cost.

Proposals to be submitted in (2) parts: 

  1. Removal and excavation of existing playground material.

  2. Installation of new playground equipment and surfacing. 

Vendors may demonstrate strategies in which they plan to meet/exceed the requirements of this request in any manner provided all requirements are addressed and the information is submitted digitally.

Procurement and Contracting Requirements

The owner will pay all or part of the project sum with federal grant funding. Accordingly, prevailing wages in compliance with the Davis-Bacon Act apply to this project.  

Wage rate determination for Madison County, Ohio to be provided by the district upon request.

The contractor is responsible for any required approvals or permits for the project.

The contractor agrees to comply with federal, state, and local laws, rules, regulations, and ordinances as applicable.

All proposals should be submitted electronically via email to Superintendent Dr. Lou Kramer @ lou.kramer@london.k12.oh.us by 5 pm on Friday, February 2nd, 2024.

District Point of Contract

All questions regarding this RFP should be directed to Mr. Josh Pedrovich, Director of Master Planning/Architect, SHP via email at jpredovich@shp.com before the February 2nd, 2024 deadline.

Selection Criteria

Submitted proposals will be evaluated based on the following criteria:

  1. Demonstrated ability to meet/exceed requested requirements.

  2. Cost and the ability to assist with grant funding.

  3. Ability to meet the requested timeline.

  4. Experience with working within a school setting.

  5. Professional references.

The London City Schools Board of Education reserves the right to waive informalities, and to accept or reject any and all, or parts of any and all proposals.
